The purpose of this study was to investigate the relationship between talent management and entrepreneurship development with the role of mediating innovation in municipalities of Ardabil province. The research method in this study was applied and descriptive using the correlation (structural equations) method. The statistical population of employees of municipalities of Ardabil province was 606 in 1403, of which 202 people were selected using the Cochran formula using the proportional sampling method. The standard innovation questionnaires of Pang et al. (2019), entrepreneurship of Boron et al. (2001), and talent management of Ahmadi et al. (2011) were used to collect information. Descriptive and inferential statistics and SPSS26 and Pls software were used to analyze the data. The results of the study showed that talent management had a significant effect on the development of entrepreneurship in municipalities of Ardabil province (p<0.05) and innovation has a significant effect on the development of entrepreneurship in municipalities of Ardabil province. p<0.05) and talent management has a significant effect on innovation in municipalities of Ardabil province (p<0.05). Also, the results obtained from structural equation modeling showed that the innovation variable can have a mediating role in the relationship between talent management and entrepreneurship development.
