In today's world, advances in artificial intelligence technology have created significant changes in human resource management and have led public organizations to optimize human resource planning processes. However, in government institutions such as the Shahid Foundation of Tehran Province, challenges such as high employee turnover rates and mismatches in recruitment plans with job needs highlight the need to design indigenous models based on artificial intelligence. The aim of this research is to design a model for using artificial intelligence in human resource planning of the Shahid Foundation of Tehran Province, which uses a mixed exploratory approach, so that in the qualitative stage, key dimensions and components were extracted by analyzing the content of 15 semi-structured interviews with experts, and in the quantitative stage, the model was validated by structural equation modeling (PLS-SEM) on 63 questionnaires from managers and specialists. The findings identified six main dimensions: data management and information quality, policies and organizational readiness, ethical, legal, and privacy considerations, human resource management processes, AI technology capabilities, and challenges and barriers, and the relationships between these dimensions were significant and the appropriate model fit (GOF=0.663, SRMR=0.015) was confirmed; this model, emphasizing the integration of human and artificial intelligence and the localization of cultural-legal factors, helps the managers of the Shahid Foundation to improve data-driven decision-making, transparency, and productivity, and the results provide a new model for Iranian public organizations and fill the research gap in the application of AI in the public sector.
