The main purpose of this research is to prioritize the six components of the organizational transparency model (including causal, contextual, and intervening conditions, strategies, consequences, and the core phenomenon) to improve the strategic decision-making of senior managers at Ilam University of Medical Sciences. Given the limitation of resources and the need to focus on the most effective actions, identifying priorities is of vital importance for managers. This research is applied in terms of its objective and descriptive-survey in its methodology with a quantitative approach. The statistical population consisted of 21 academic experts and senior managers of Ilam University of Medical Sciences, who were selected using a purposive sampling method. The data collection tool was a researcher-made questionnaire designed based on the components identified in the qualitative phase of the main research (based on Grounded Theory). The validity of the questionnaire was confirmed by management professors, and its reliability was also assessed as desirable. The Additive Ratio Assessment (ARAS) multi-criteria decision-making technique was used to analyze the data and prioritize the factors. The findings revealed that from the experts’ perspective, the “Strategies” component, by achieving the highest degree of utility (Ki=1.000K_i = 1.000Ki=1.000), was identified as the most critical and top priority for managers to focus on to enhance organizational transparency. Following that, “Causal Conditions” (Ki=0.941K_i = 0.941Ki=0.941) and “Contextual Conditions” (Ki=0.898K_i = 0.898Ki=0.898) were ranked second and third, respectively. The components of “Consequences,” “Core Phenomenon,” and “Intervening Conditions” were placed in subsequent priorities.
