In the present era, social marketing has been considered by urban management as an important tool for promoting urban tourism and entrepreneurship, and the role of municipalities in this process has become more important than ever.This research was conducted with the aim of analyzing the impact of social marketing on the development of urban tourism and urban entrepreneurship in Ardabil Municipality.In terms of methodology,the present research is applied in terms of purpose and descriptive-correlational in nature, and its statistical population consisted of managers and employees of Ardabil Municipality with a number of 3500 people, of which 346 people were selected as a sample using simple random sampling method, and finally 289 returned questionnaires were analyzed.The data collection tools included standard questionnaires on social marketing (Abassi, 2014),urban tourism (Faraji et al.,2014),and urban entrepreneurship (Rizvandi et al., 2019), whose validity and reliability were confirmed using statistical analyses, and the data were analyzed using SPSS and LISREL software.The results showed that the effectiveness, trust, accessibility, price, product, diversity,and promotion of social marketing activities of Ardabil Municipality each have a significant impact on the development of urban tourism and urban entrepreneurship, and all sub-hypotheses were confirmed.This study demonstrates the fundamental importance of social marketing in stimulating urban tourism and entrepreneurship; therefore, it is suggested that Ardabil Municipality should design and implement innovative social marketing programs, strengthen access infrastructures, and promote cultural and entrepreneurial products, involve stakeholders, and increase transparency in executive processes to provide a more sustainable and efficient development environment for the city.
