تدوین چارچوب یکپارچه حکمرانی شرکتی با تأکید بر ارزیابی عملکرد مدیریتی در شرکت آب و فاضلاب استان آذربایجان شرقی: رویکردی بومی و پایدار

چکیده

هدف این پژوهش، طراحی الگوی حکمرانی شرکتی با تأکید بر ارزیابی عملکرد مدیران در شرکت آب و فاضلاب استان آذربایجان شرقی است. این مطالعه با رویکرد توسعه‌ای و روش آمیخته (کیفی-کمی) انجام شد. در بخش کیفی، داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با 12 نفر از خبرگان سازمانی و دانشگاهی که به‌صورت هدفمند انتخاب شدند، گردآوری و پایایی آن‌ها با روش بازآزمون تأیید شد. در بخش کمی، پرسشنامه‌ای با ضریب پایایی 0.925 بین 284 نفر از کارشناسان شرکت که با مفاهیم حکمرانی شرکتی آشنا بودند، توزیع شد. داده‌ها با استفاده از نرم‌افزارهای SPSS و LISREL تحلیل شدند. یافته‌ها نشان داد که الگوی پیشنهادی شامل هفت مؤلفه اصلی و هفده بعد است: 1) ساختار نظام حکمرانی و نظارت (شفافیت و گزارش‌دهی، پاسخگویی و مسئولیت‌پذیری، استقلال و کارآمدی هیئت‌مدیره)، 2) عملکرد مدیران (عملکرد مالی، عملیاتی، ارتقای بهره‌وری)، 3) مسئولیت اجتماعی و زیست‌محیطی (مسئولیت اجتماعی، تعهد به حفاظت محیط‌زیست، آموزش عمومی)، 4) ظرفیت فناوری و نوآوری (استفاده از فناوری‌های نوین، سیستم‌های دیجیتال، نوآوری مدیریتی)، 5) فرهنگ‌سازمانی (ارزش‌های سازمانی، اخلاق حرفه‌ای)، 6) توسعه منابع انسانی و مدیریت استعدادها (توانمندسازی، تصمیم‌گیری داده‌محور، تعادل کار-زندگی).

اعتبار مدل از طریق مدل‌سازی معادلات ساختاری تأیید شد. این الگو می‌تواند به بهبود شفافیت، پاسخگویی و اثربخشی مدیریتی در سازمان‌های خدماتی کمک کند و الگویی بومی برای سایر شرکت‌های مشابه ارائه دهد.

چکیده [English]

The aim of this study is to design a corporate governance model with a focus on the evaluation of managerial performance in the East Azerbaijan Province Water and Wastewater Company. This research adopts a developmental approach and employs a mixed-methods design (qualitative–quantitative). In the qualitative phase, data were collected through semi-structured interviews with 12 organizational and academic experts selected via purposive sampling. The reliability of the data was confirmed using the test-retest method. In the quantitative phase, a questionnaire with a reliability coefficient of 0.925 was distributed among 284 experts within the company who were familiar with corporate governance concepts. The data were analyzed using SPSS and LISREL software.



Findings revealed that the proposed model consists of seven main components and seventeen sub-dimensions:



1. Governance and Supervisory Structure (transparency and reporting, accountability and responsibility, board independence and effectiveness);



2. Managerial Performance (financial performance, operational performance, productivity enhancement);



3. Social and Environmental Responsibility (social responsibility, commitment to environmental protection, public education);



4. Technological Capacity and Innovation (adoption of modern technologies, digital systems, managerial innovation);



5. Organizational Culture (organizational values, professional ethics);



6. Human Resource Development and Talent Management (empowerment, data-driven decision-making, work-life balance).



The validity of the model was confirmed through structural equation modeling (SEM). The proposed framework can enhance transparency, accountability, and managerial effectiveness in service-oriented organizations and offers a localized governance model applicable to similar companies.
